It was back in May of 2024 when DC City Councilmember Phil Mendelson introduced a new bill called the “Motor Vehicle Insurance Modernization Amendment Act of 2024.” According to Legiscan.com, “As introduced Bill 25-810 would update the District’s minimum insurance statute to the level of $50,000/$100,000. It would also allow for the minimum coverage amount to be tied to the CPI. The legislation also requires insureds to elect underinsured motorist coverage or enhanced underinsured motorist coverage.”
On December 18th, the same bill was further discussed during a hearing held by The Committee on Business & Economic Development of the Council of the District of Columbia. Emails sent out to residents read, One of the main items to be discussed is DC Bill B25-0810, titled the Motor Vehicle Insurance Modernization Amendment Act of 2024. The bill seeks to update and modernize the District’s motor vehicle insurance regulations, aligning them with current industry standards while addressing critical safety and coverage needs for residents. The proposal is to increase mandatory insurance minimums from $25/$50k to $50/$100k. This would be the first modification to insurance minimums since 1986.
How Would This Impact DC Residents?
As attorneys who have been representing residents in the District for more than 4 decades, we’ve seen it all. One of the most troubling is when someone injured doesn’t have enough insurance coverage to support all the costs that come along with being injured, that can include lost wages and medical bills, and that’s just the start.
Raising the District’s minimum motor vehicle insurance requirements would provide several potential benefits for individuals and the broader community:

- Victims of accidents would have a higher likelihood of receiving adequate compensation without resorting to lawsuits or other costly legal processes.
4. Encouragement of Responsible Driving
- Stricter insurance requirements can encourage safer driving behavior, as drivers become more aware of the financial stakes involved in accidents.
5. Alignment with Regional and National Standards
- The increase may bring the District’s requirements in line with neighboring jurisdictions, creating consistency and reducing discrepancies for cross-border drivers.
6. Improved Underinsured Motorist Protection
- Mandating the election of underinsured motorist coverage ensures that drivers are better prepared for accidents involving individuals with inadequate insurance.
While these changes may slightly increase premiums, the long-term benefits of better coverage and financial security often outweigh the costs.
Current Status of Bill B25-0810
At press time, Bill B25-0810 was listed as “in committee,” which means that the bill has been assigned to a committee for study, discussion, and potential changes.
As explained on usa.gov, When a bill is “in committee” for a city council, it means that the proposed legislation has been assigned to a specific committee within the council where it will be reviewed, discussed, potentially amended, and analyzed before being brought to the full council for a vote; essentially, it’s currently under consideration by a smaller group of council members who specialize in the topic of the bill before it can proceed to a full council vote.
